Nice start but I'm not sure the Spectre was considered an angel of vengeance in the Pre-Crisis continuity. When was he trapped in a tomb? Was that after 1968? That's true. He couldn't literally be considered either an angel or a spirit of vengeance in our continuity, since we don't follow the John Ostrander series. He was briefly trapped in a crypt in 1970 to atone for a past trespass, but the reason was not explained.

Here's a couple of Earth-2 timeline entries from 1968 that may pertain to this story, though I think it probably takes place before these comics, since the month of January, 1968 is given at the beginning of this story: November, 1968: - November 4: Returning from a long voyage through the astral plane, the Spectre is nearly drained of energy when he attempts to return to Detective-Captain Jim Corrigan's body. When Corrigan insists that the Spectre stop the armed criminals who are about to kill him first, the Spectre recklessly blasts them with a spell that causes them to fall asleep, and accidentally also strikes a passerby. That night, the Spectre is summoned before the Voice, who reprimands him for his recklessness and gives him an unknown weakness that will manifest during times of stress and will change from time to time. [“The Parchment of Power Perilous,” The Spectre #8 (January-February, 1969)]
- November 7: During a routine case, Detective-Captain Jim Corrigan is nearly shot in the back by a criminal when the Spectre shows up and destroys him with bolts from his eyes. When Corrigan argues that he has no right to kill, and refuses to allow the Spectre to return to his body, the Spectre ends up knocking out Corrigan while attempting to forcefully return. The Spectre is summoned before the Voice to account for his actions and is told that his mission on Earth must be ended immediately. When the Spectre appeals for mercy, he is given another chance, but now must be chained to a book called the Journal of Judgment, whose tasks he must fulfill in order to return to his previous standing. From this point on, the Spectre must review those mortals whose names appear in the book and pass judgment on them, occasionally issuing a warning to them. Note: This story takes place a few nights after the previous issue. After this point, the Spectre does not return to the Earth-Two Jim Corrigan's body until after the Crisis on Infinite Earths. My best guess is that he tried to force himself back into Jim Corrigan’s body again over Jim’s intense protests, and the Voice punished him for that by sentencing him to haunt a crypt like an ordinary ghost.

I can't find anything in More Fun that says the Spectre is the Spirit of Vengeance. I thought I remembered lines like 'I can't ignore the cries for vengeance from the wrongfully dead...' but that musta been from Silver Age comics...

Replaced the description with a paraphrase of the opening narration of More Fun 52. Also-The 'Batmen of All Nations' and 'Green Arrows of the World' are both in the earth-2-1 twilight era, they may exist on both, or only on one. When does the 5earths project make the split?

Chapter 3
Green Lantern had suggested taking along a radio to contact the ships, but Mr. Terrific vetoed it.
“We should take as little beyond our persons as possible. We don’t want them to mistake our equipment for a weapon and immediately shoot. We’re just flying out, hoping to be invited in,” he had said.
“And if they don’t invite us?” Green Lanten asked.
“Your ring can work as a radio, can’t it?” said Wonder Woman, “as is, we’ll probably need it as a translator.”
“Yes, that’s why I’m charging it before we go.”
Once that was done, they set off, and now stood face to face with Captain Nosneh and his crew.
“Hello!” Mr. Terrific said, stepping forward, arm raised.
The Captain turned to Lt. Enaj.
“Excellent job on the translation circuits, Lieutenant; I’d almost believe he’d actually said ‘Hello.”
“But I did,” Mr. Terrific said, “unless your translator can alter the speaker’s perception as well.”
“It can’t,” Enaj said, “Captain, they speak the same language we do.”
“Fascinating,” Lt. Zciwonzo said.
“Well that’s…convenient. Now, who are you and what are you doing here?”
Before the trio could respond, a whistle sounded, followed by a voice.
“Bridge to Captain Nosneh.” The captain walked over to a wall panel and pressed a button.
“Captain here.”
“It’s the Dnah ship, sir. They demand to know who the people are who just boarded out ship and what they’re doing here.”
Mr. Terrific looked around at Green Lantern and Wonder Woman. They, at least, were as amused at the bridge officer’s parroting the captain. The captain himself and his officers didn’t seem to notice.
Captain Nosneh raised his hand to his chin and stroked it. Finally, he said into the panel
“Tell the Dnah captain that it and its senior officers are cordially invited to meet our guests on our ship in fifteen minutes. Have a security team meet them in the transporter room and escort them to the briefing room.”
Turning to the super-heroes, he said
“Now, if you’ll kindly come with us…” and they headed out to the briefing room.

Those two organizations exist on both Earths. It’s complicated but I’ve been doing a lot of work on that problem for all the characters it applies to.

I really feel bad that I haven't worked on this in more than two years. I've got it all outlined. The idea is a fake crossover, like Captain Strong for Popeye in Bronze Age Superman comics. Basically "Can you Tell me how the Muppets came to Sesame Street?" with a dash of Muppets from Space. If I could only get my act together.
