Legion of Veritatis is a group of superpowered Earth 3 heroes and is a reverse analogue of the Legion of Doom.Initially, the Justice Underground experienced some temporary victories in its battles with the Crime Syndicate of America, both as a team and individually. For example, Mystery Man's underworld connections have allowed him to interfere with the supplies needed for various Crime Syndicate operations, such as providing the speed serum Johnny Quick requires to maintain his super speed.
Its members are all noble and heroic counterparts of the most ruthless and unscrupulous villains on Earth-1. Unlike their evil counterparts in our Universe, each of them is a noble hero, endowed with the highest and most virtuous ideals possible. Unlike their evil counterparts, they still have hope and can become better and more righteous beings.

Lena Luthor (Earth-3 counterpart of the Lena Luthor the sister adolescent of Alexander Luthor of Earth-3) : Justice Underground Team leader she have every sense of justice, human righteousness and moral integrity as a person that her counterpart does not have and that is exactly why she is the most qualified person to lead the Legion of Veritatis against the Crime Syndicate of America. Owner of one of the most brilliant scientific intellects on Earth-3 Lena Luthor is tormented by memories that her brother Alexander Luthor tried to approach as a Friend of Ultraman in her past and that his actions only served to instigate him to become a tyrant all powerful in the world of Earth-3 and form the Crime Syndicate of America. Lena Luthor have an improved body at the peak of human physical condition and uses a hyper technological battle armor.
Jokester (Earth 3 counterpart of the Joker): He unlike his demonically insane Earth-1 counterpart is a uniformed vigilante like is the exact case of The Creeper of Earth-1 who uses his insanity as a weapon to fight crime in Earth 3's Gotham City at the same time to mock and to ridicule the Owlman by showing that his demonic intelligence cannot predict or keep ahead of a "well-intentioned crazy jokester". He utilizes "versions of good" of the Joker's arsenal of deadly comic paraphernalia that don't kill, just incapacitate (preferably in the most comical, painful, and humiliating way possible for the enemy).
Paragon (earth-3 counterpart of Bizarro): An alien baby is sent from a dying world to Earth. Endowed with powers beyond mortal men, he is raised as David Shaun O'Ryan. At a young age, he developed a strong sense of right and wrong and dedicated his powers to the fight for truth, for justice like Paragon. His powers are equivalent to those of Bizarro with the difference that they are powered by Solar energy from Earth 3 and not by Anti-Kryptonite as is the case with Ultraman and they correspond in the opposite way to his being fully matched and being on the same level.
Lioness (Earth-3 counterpart of Cheetah): Barbara Minerva was a wealthy heiress to a couple of archaeologists. After the CSA took over and "taxed" her parents' businesses, they used ancient artifacts to turn their daughter into the Lioness a female beast with super feline powers such as agility, strength, reflex stamina and super human senses, hyper-accelerated healing factor and hyper-sharp claws and fangs. They were discovered and killed, Barbara escaped vowing to get revenge and bring those murderers to justice.
The Silver Shark (Earth 3 counterpart of Black Manta): Gunther Hardwicke was a marine biologist who created a deep sea suit to explore the ocean. While exploring one day, he saw a cruise ship attacked by Ultraman and Sea King. When he tried to help, he was thrown into the deepest part of the ocean. There, he was found by Gamanae of Atlantis who used Atlantean spells to restore and empower Hardwicke with super powers amphibious. Gunther, in turn, became his champion, The Silver Shark.
Neo-Death (Earth 3 counterpart of Solomon Grundy): Neo-Death was a teenager named Cyrus Gold was kidnapped and killed. His kidnappers used his body for a satanic ritual. Somehow, he was brought back to... a non-life, but a new death, a Neo-Death. Possessed of vast super strength and invulnerability such that he can easily outrun Ultraman, Superwoman, Power Ring and Johnny Quick in combat, Berserker's frenzy that multiplied his super strength and invulnerability and the fact that he could no longer be slain once he became a "Lich" due to the satanic ritual he was subjected to by a group of evil cultists who wished to bring back the dark deity known as "The Demon Stranger", in which he would serve as host mortal to the unholy deity (Which is why he had his body turned into a Lich and his soul would serve as food for The Demon Stranger), the ritual was interrupted by Legion of Veritatis who rescued the young man, now permanently transformed into a of the most powerful types of undead, a Lich who thanks to the demonic ritual that was interrupted in time, fortunately, failed to profane his soul and he kept his humanity, albeit the Now his spirit is encased in an amulet called "Philactery" that The Legion of Veritatis helped him rescue the evil cultists and hide in a place where no one in the CSA could find it (not even Owlman). As long as the Philactery in which his soul resides exists no matter how many times he is destroyed, his body, even if reduced to nothing, will reconstitute itself and he will continue to return to death forever. The only way to permanently destroy Neo-Death would be to destroy the Philactery in which his spirit is imprisoned and only then could he be definitively killed. Until then, he is one of Justice Underground heavyweights alongside Paragon, Ultrawoman, Golden Ring and Brainiac.
The Golden Ring (Earth 3 counterpart of Sinestro) : After the untimely death of his colleagues, the Minervas, Hector Hammond left the USA and traveled to Egypt. There, he found a piece of meteor in a secret chamber beneath one of the Pyramids of Giza. The shard reacted when he entered the chamber, the meteor morphed into a Golden Ring of Power giving him a wide range of powers. He guided him deeper into the wilds of Africa and found an evolved primate named General Grodd. Upon discovering that they could communicate, they soon made a friendship. They soon found a whitewashed starship on Earth where they found Brainiac and helped hide him when the CSA came to pick him up.
General Grodd (Earth 3 counterpart of Gorilla Grodd): General Grodd was the Alpha of a group of gorillas in Africa who had their intelligence enhanced by the radiation released by an alien starship down in Africa. With their advanced technology, they created a militaristic gorilla nation. General Grodd, a White Gorilla, fought against the tyrannical government of the Gorilla Emperor trying to liberate Gorilla City and turn it into a democratic state, but was eventually exiled as a political criminal and traitor to the Gorilla State and expelled to the outside world under penalty of being executed and receive the death penalty if he returns himself. He has exactly the same powers psionics as Gorilla Grodd, but unlike your malignant counterpart he is an extremely noble, honorable, courageous and just being.
Brainiac (Earth 3 counterpart of Brainiac): Vril Dox was an alien (from Planet Colu) belonging to a race of techno-organic aliens who like him possessed a 12th-level super intellect beyond to all of Brainiac's super powers from "Superman: The Animated Series" with the difference that he would be a living being, in fact, is a techno-organic life form with emotions and a life of its own, not an android. When he arrives on Earth-3 and sees everything the CSA has done to this world and its people, he was shocked and decides to stop this insanity by using his 12th-level super intellect and superpowers of a techno-organic extraterrestrial life form to combat the Crime Syndicate of America. When he tried to return to Colu to get help among his people, a meteor hit his ship and he crashed into Africa. There he met Hector Hammond.
Ice Queen (Earth 3 counterpart of Captain Cold): Victor Fries was a genius of the cryotechnology. He developed a portable cryogenic machine that could stop Ultraman. He sent her with his wife to hide. She soon found out why. Johnny Quick killed your husband. Nora Fries learned all about her husband's technology and became the Ice Queen using the freezing powers of her husband's cryotechnology to fight evil.
The Phantasm (Earth 3 counterpart of Scarecrow): Andrea Beaumont was the daughter of wealthy businessman Carl Beaumont and his late wife, Victoria. In her youth, while attending Gotham University, she met Johnathan Crane and they fell in love. The two had planned to get married, but Andrea had returned the ring Johnathan had given her and left with her father. This was because Andrea's father was working with the Gotham criminals. He was actually working as a double agent for the FBI. The mafia found out and killed your entire family. They found Andrea in Crane's lab. Crane tried to fight them while Andrea escaped. When she returned, a dying Crane revealed his research to her. She took her fear gas and armor and became The Phantasm using fear as a weapon in fighting crime. Unlike Andrea Beaumont of our universe, there is still hope for her Earth 3 counterpart. She hasn't crossed the line between the incorruptible and the utterly corrupt yet and hasn't made revenge an obsession so she can still escape the fate of her equivalent of end alone and without anyone in an empty existence.
Blue Bolt (Earth-3 counterpart of super speedster villain Blue Bolt of The Flash - 1967 Cartoon) The Blue Bolt is an alien superhero super speedster from the Earth-3 sent by Johnny Quick for one forced exile in outer space. Returning from exile in outer space, he returned to Earth-3 willing to bring Johnny Quick to justice for his evil deeds around the world. He was contacted by Lena Luthor who offered him the offer to join the team of the Legion of Veritatis as an official super speedster and help fight the CSA which Blue Bolt accepted and joined as a valued reinforcement. His super speedster super powers come from the Solar Altered Metabolism not Super Speed Serum like Johnny Quick.
The Mannequin (Earth-3 counterpart of Toyman): Jack Nimball was a genius at making gadgets. He used to supply the Owlman with many of his toys. He refused to make a lethal device. Owlman cut his throat. Jack had already finished an android body made with transmorphic nanotechnology. This technology allowed Jack to transform the android's body shape into weapons. Jack then loaded his conscience into Android to become The Mannequin.
Ultrawoman: (Earth-3 counterpart of Giganta) Doris Zuel was Leonard Snart's research partner. She and her partner were at the top of the S.T.A.R. the labs were investigating a way to decode Ultraman's DNA under the covert service of the C.A.D.M.U.S. project, something that inevitably came to the attention of this and the CSA when he sent Johnny Quick and Superwoman. Then a beam designed by Johnny Quick and Superwoman hit the machine where Ultraman's DNA was being processed, decoded and replicated. Doris was caught in the explosion that followed. She woke up and everyone was gone. As she recovered she found that she now possessed all the exact same powers as Ultraman, but none of her weaknesses having become an ultra-powerful woman. After discovering that Johnny Quick and Superwoman had killed Snart, she took the name Ultrawoman as a defiance to Ultraman and the Crime Syndicate of America determined to bring her colleague's killers to justice.

He had a plan, and the pieces lay for the Mystery Man. Possessing an investigative genius and a skill as a crime fighter and uniformed vigilante capable of taking on even Owlman, there's no mystery he can't solve.
