It would be a lot like living under Pharaoh or any monarch before the Magna Carta or any other constitution protecting individual rights existed. If you had a good king, that’s great, but the next one could commit acts of genocidr to cull the population.

It'll be interesting how Miracleman's utopian regime unravels in that series. It's a post-scarcity society, there's freedom of expression and nonviolent dissent is encouraged. However, there are signs that it's starting to fray around the edges. In its rationale, like Squadron Supreme, a renegade metahuman, the adult and corrupted "Kid Miracleman" runs amok and (graphically) devastates the entire city of London, killing millions of people. Which led to the relatively benign Miracleman and Miraclewoman taking over. A previous supporting character, Young Miracleman, has been cloned and resurrected, but is shocked by the social changes that have occured since the fifties.
