Not necessarily, Dan. Look at NASA and other national space agencies at the moment. They're only just heading toward the moon again and most crewed activity is in Earth orbit. There are practical concerns about irradiation and muscle wastage in space to worry about if one ventures further afield. Moreover, that might be a real risk with Krypton, given that many red dwarf stars like Rao tend to be variables, so one gets blasted with radiation as a consequence. However, the increasing refinement of our telescope technology means that we can now detect numerous exoplanets. And remember, Krypton is a more advanced civilisation. Added to which, what about the Vrangar invasion beforehand? We don't know how, and to what extent, that affected Kryptonian attitudes toward extra-kryptonian life. It might be the case that like many prominent Earth nations now, Krypton had a quite active uncrewed exploratory programme. There's also Jax-Ur's destruction of Wegthor to consider. How much of that debris was still in Krypton's orbital plane, even if a significant proportion fell into Rao? Ah-speaking of which, the House of El comes to the rescue once again! Remember, their ancestor Val-El was Krypton's equivalent to Columbus, and talented at navigation. Therefore, as with telescopic development, his descendants might be expected to have an interest in navigational aids because of it: dc.fandom.com/wiki/Val-El_(Earth-One)
