Okay, yes, I got the idea off the Fifteenth Doctor episode, "The Devil's Chord", in which the Time Lord and his current companion, Ruby Sunday, confront an evil and insane music elemental/demigod entity named Maestro (no, she's not a Time Lord, but I don't intend to give away any spoilers). In the past, the Maestro is subtly draining the music from humanity, with steadily darkening emotional ambience around them, eventually resulting in a nuclear war. Which gave me the following idea...
Let's say that one of the musically themed supervillains in the DC multiverse (Earth One's Pied Piper? Earth-Two's Fiddler? Earth-109's Music Master?) suddenly gets a massive power upgrade and becomes able to have drastic effects on multispecies emotional ambience. Okay, perhaps not the Music Master, because it'd interfere with the Justice Guild timeline too much. However, what would happen if it were one of the Golden Age or Silver Age classic supervillains? A suitable Times Past story?

I don't know what the Fiddler is doing in the E2 present... was he one of the villains who was rejuvenated? Maybe the rejuv process slowly released his inner elemental?

I'd been secretly weaving a plotline into stories in which reformed villains returned to crime for no obvious reason. One was the original Mr. Element. The secret reason for the change was the Key was abducting the former villains like Heatwave and having Dr. Moon brainwaah them. What if they tried this on the reformed Pied Piper but the process somehow unleashed the Elemental. Piper would want to stop it or regain control of it. On the other hand, what if your idea happened to heroine Black Canary when she used her canary cry? Other candidates could be Penguin/ Maxie Zeus henchwoman the Siren or a new Minstrel?

Another villain you might consider is the Music Meister. He first appeared on the Batman: The Brave & the Bold cartoon. He can control people through song and cause people to burst into song & dance. en.wikipedia.org/wiki/Music_Meister

There is a version of the Music Master in the Injustice Guild, seen in the classic Justice League animated two-parter "Legends", but he died during Earth-109's Third World War in October 1962. Whether anyone else wants to create an alternate Music Meister/Maestro/Maverick is up to them. The Fiddler sounds like he's quite experienced when it comes to weaponised soundwaves, given he's been using them since the late forties when the Injustice Society first arose. If anyone had the fortune/misfortune to encounter a malevolent musical deity, it strikes me that he'd have a higher probability of doing so. Here's one possibility- it's shortly after Crisis on Earth-Three, and the Fiddler is still trying to find an Earth to escape to where the JLA and JSA don't exist. On the offchance that the Crime Syndicate might escape from Earth-Three, that's off the agenda too. And then he encounters...

There are probably a lot of sound-based DC heroes and villains alike who could be used either as pawns, or to combat the hypothetical evil music elemental, but Sonar might be useful as either the villain itself, or as one of his or her minions or opponents.

Earth-2 also has the Minstrel, alias Molly Maynne’s nephew Michael Maynne (from Suicide Squad: The Profit of War). Well, he doesn’t have musical powers, but he sure likes to play music.
