Officer Rick Parker had been approaching the figure at the center f the wreckage when the shout had knocked him back. He briefly shook his head as his hearing returned.
"Super--boy", he asked hesitantly.
"The boy rose to a standing position, floating momentarily before his booted feet dropped to the ground. Parker noticed it took the boy several seconds before he focused on the officer. Parker thought he heard the boy say something but other than a musical lilt to the words could not catch what it was. As his eyes fully focused the words became more clear.
"Sorry, officer, I'm a bit confused and this is a very unpleasant sight to wake up to.", he said, "But I can see my help is needed, so we'll both have to hold our questions".
With that the Boy of Steel began digging through the rubble uncovering injured people. Unfortunately in his eagerness to get these people aid, he did not take into account the debris he was clearing, creating further damage up the block. Parker groaned as the plastic head resembling his uncle shattered the windshield of his patrol car. Fred Jones barely missed being impaled on the light fixture that sailed through the now nonexistent front window of his store. Local EMTs found their vehicle's path blocked by a wall of debris that had piled up two blocks from the museum site as they approached.
At the actual site Superboy had uncovered eight people, who lay in various states if injury. Rick Parker was starting to ask Superboy to take more care, when he realized the boy had vanished.
Across town Superboy extinguished several burning farm fields in the space of a minute by burying the flames under tons on dirt from the surrounding area. The resulting dust cloud caused two of the fire engines heading for the scene to collide as they lost sight of the road.

OK. . . he's either very inexperienced, or this is somehow a deliberate attempt to look reckless and dangerous. This could be an alternate version of Superboy, or possible the original from VERY far in the past (although that would only work if the present Superman is time-traveling), but my money is on it being some sort of imposter or robot, since this is a Luthor story.

This could be an alternate version of Superboy, or possible the original from VERY far in the past (although that would only work if the present Superman is time-traveling), but my money is on it being some sort of imposter or robot, since this is a Luthor story. Since there is no artist to show exactly what he looks like, let me make it clear he isn't an 8 year old kid, but rather somewhere in the mid to late teens by appearance like the Bronze Age Superboy tales. And while I ultimately discarded the idea, I briefly considered using the idea from DC Presents #14 which would have allowed this to be the Earth-1 Superboy (at least physically) without needing Superman to be time-travelling.

A slim figure covered head to toe in metallic green and purple armor hovered several miles in the air.
"Decisions, decisions...:, the figure thought, "Do I start old home week in Midvale or Stanhope? Neither one seems as much fun without Linda here to rub her nose in it."
Turning eastward towards Metropolis, the armored being dove down towards a spot where the river turned.
"Might as well start at the beginning"
At 12:15 PM the figure collided with a hollowed tree on the grounds of the Midvale Child Service Center.

Finally caught up on reading this one. Has the feel of a Bronze Age Superman story by Elliot S! Maggin or Cary Bates. Really interested in who this figure in Luthor’s 1970s-era outfit is — Nasthalia, perhaps? Back from Europe where I mentioned she’d relocated to? Or another old rival of Supergirl’s.

Nasthalia Luthor picked up the hollow faux tree and hurled it at the main office of the MCSC. The various sensors in her armor had assured her the Center's director was at lunch along with the clerical staff. The makeshift missile tore a large hole in the office's outer wall.
The dozen small children napping in the building's nursery were awakened. Nasthalia deactivated her audio sensors. She hated the sound of crying children the way some hated nails on a chalkboard. Unfortunately she'd been unable to talk Uncle Lex into letting her install a Sunny Songstepper into the armor. She would have enjoyed a little mood music.
Pulling some loose drywall out of the way, Nasthalia stepped into the director's office. She attached the device her uncle had given her to the desktop computer's keyboard port and watched various information cross her screen at high speed. She muttered under her breath as the device reported no information could be found for a Linda Danvers. Then she noticed the dozen filing cabinets lining the walls and let out a laugh. Of course, her uncle would never consider that something might be stored on paper. She was reaching for the drawer marked "D" when the armor registered an impact.

Superman flew up from next to the spot where he had landed only to find himself stopped at roughly one mile high. Several other attempts met a similar fate. Metropolis had been enclosed in a force field. A very specific field Superman noted. Birds seemed to have no problem flying through it. And he observed a truck easily pass from one side of the field to another, although the truck's engine seemed to fail shortly after reaching the other side.
Experimenting Superman found that he could toss a rock up through the mile high field and easily catch it as it fell back through. He noted a slight electrical charge on the returning rock, but little else changed. The same held true for tossing an acorn through the field closer to the ground. His telescopic vision showed that where the field passed through the Metropolis Bay it had no effect on the water or anything floating in it. Unfortunately he also discovered that the field in the water didn't let him through and extended down to the bay floor at least.
Superman then flew to the point where the field was farthest from his house and flew at top speed toward where he had struck the field the first time. In the time it took to think it Superman struck the field again and fell again from the sky.

Luthor was momentarily confused. His device told him there were three Kryptonians in the nearby vicinity. But the area he was hovering over was a collection of near identical houses. No costumed cretins were in sight. No kittens being saved from trees. And nothing obvious about any of the buildings to say "Krytonians Here". Lex suddenly wished he had taken the time to adjust the scanner to be more precise about the location, but he'd never considered that his targets wouldn't be obvious.
Well, he'd just have to give them a reason to come to him.

I literally put that precision bit in there just so the tracker wasn't able to pick out "Clark & Kristin Kent's house" thus blowing the secret ID. Though, Lex finding out solves a problem down the road when I do get to the Multiverse part. And that is exactly what it is. Lex has targeted specific links to Superman's legend. He's aware killing Jimmy, Lois or Lana isn't likely due to their proximity to Superman. But Smallville? Things linked to the deceased Supergirl- especially as Nasthalia swears she was Linda Danvers? Gregory Reed? Johnny Kirk? Or people connected to Superman's friends like Lucy Lane, Professor Lang, Kent's college roommates? Lex is aiming to make being associated with Superman even if indirectly dangerous. If he can't kill the hero he can at least darken the legend. The only targets he has directly connected to Superman and liable to bring him into immediate conflict with Superman or other heroes are Kristen (as Superwoman), Jasma and Kent Shakespeare. and as you'll see he has a few facts wrong there.

Lex spotted a park near the center of the 5 block radius of the Kryptonian signatures. He activated an image projector and a large dragon appeared above the park. From a distance, Lex fired lasers to ignite trees where the illusionary flames of the dragon struck them. Concussive blasts moved objects struck by the creature's non-existent body and duplicated the wind stirred up by it's wings.
Guardians of children playing in the park grabbed their children and ran. Smoke began to rise from the burning trees.
Several blocks away Kristen Wells-Kent noticed her daughter's face take on a serious look. A slight smile crossed the girl's face followed by a yell of "Dragon" and the girl was gone. Kristn and Gerta Gim-Ze began a super-scan of the area.
Jasma was trying in vain to get the dragon's attention. She had yelled at it. She had tried blowing out its flame, which she realized must be magical since it wouldn't go out. Even though she had beed told to stay away from magic unless Diana's mom or Auntie Zee were around, Jasma couldn't leave things like this. The dragon was liable to hurt someone or get hurt itself. She had figured out that the thing was just looking for someone to have adventures with like Puff in that song Daddy Clark had played for her.
Kristen, in her Superwoman guise, arrived with Gerta landing invisibly in a clump of trees that Jasma had extinguished. Kristen noted that the dragon hadn't harmed Jasma and decided to take a second to study the scene while being ready to intervene if Jasma seemed in danger. Gerta, on the other hand, stepped out from the trees and as soon as she was sure no one was in sight gave a super-ventrilostic shout for the girl to come down immediately.
At that instant the dragon vanished and Superwoman was struck from behind with a red solar blast.
