Summary:
1) Something causing world-wide disturbances with electrical systems. Also impacts Green Lanterns, Paradise Island's cloaking field and the Flash's abilities.
2) In Smallville a series of explosions culminates with the arrival of what appears to be a teen-aged Superboy, who creates as much disaster as he solves in trying to deal with the chaos. He is currently dealing with the aftermath of an explosion at the local reform school that Lex had spent his teenaged years at.
3) A field surrounding Metropolis has trapped Superman within the city limits and reduced his powers just below a point where escape by time-travel is possible,
4) Lex attacked Superman's family (Kristen, Jasma, Gerta) but this was interrupted by Booster Gold rescuing Superwoman. Booster then revealed that he was sent to find Superwoman by Julia Weisinger, a time expert. Weisinger has arrived because of time anomalies including the fact that both Booster and Kristen do not seem to belong in this timeline.
5) Lex's operatives have also attacked Lois Lane's parents at their home, as well as attacking Jimmy's and Lana's fathers at an event in Lucy Regent's country. Lucy had a brief career as Supergirl in Smallville when Clark lived there.
6) Lex's niece, Nasty Luthor, has been looking for something at the Midvale Orphanage and has encountered Miss Martian,
7) Fleeing from the attack by Luthor Jasma arrived at the Fortress where she was briefly captured by the Master Jailer before being rescued by what seems to be a time displaced Kara Zor-El.
And now we are roughly up to date.

I have another suggestion for how Superman could escape the barrier.
In Superman's Pal, Jimmy Olsen #15, Professor Potter creates a formula which gives Jimmy Olsen superspeed for one day. Potter looses the formula in his disorganized notes at the end of the adventure. Superman could search the house with his diminished superspeed and senses, find the formula, and drink it. It should boost his superspeed temporarily back to the level where he can escape by breaking the dimension or time barriers.

Lucy Lane pulled up to the old farmhouse, She knew her parents would be surprised to see her. She was supposed to be working a flight to Coast City but all the weird weather and some electronic glitches had gotten the flight grounded. And since she was only an hour and a half from Pittsdale, she decided to pay her folks an unexpected visit. It would be more comfortable than a hotel, especially with the rolling blackouts.
She wasn't totally put off by the door being open, until she noticed that the door itself was actually missing. A purplish smoke was wafting from the open room and within Lucy saw two infants lying on the floor. Before she had even thought about it she was grabbing the babies and turning to leave.
She hadn't gotten a foot before the room started to spin and she passed out.

Just skimmed through this again to see whats new. I really hate being "that guy" especially when it looks like you put a lot of thought in this story but it looks like you screwed up in your summary. I realise its hard to keep the minutia sttaight so its understandable you forgot or got confused. When you had Julia introduce herself she called herself Julia Weisinger. Prof. Bridwel was only mentioned as a fellow time scholar. In the summary you said Julias last name was Bridwel instead of Weisinger.

"So we come from different worlds", Booster quipped, "That gives me an idea for a storyline in Booster Gold: The Comic. Where is Skeets when I need his memo function?"
Kristen glared at him. "Booster's bad jokes aside, Dr. Weisinger, you seem to be saying that this isn't the history of the Earth 1 that either of us came from. How does that relate to the current situation with Luthor?"
Julia replied," While I can't pinpoint exactly where history is different for either of you, the fact neither of you is native to this exact history means that I'm not violating any temporal rules by telling you what I know about how things are supposed to turn out. And if necessary I can ask you to do something like changing the natural outcome without creating any paradoxes."
Booster suddenly straightened up, "You are talking about our being able to change history. But that isn't possible. Even a lowly janitor knows that much about time travel.:
Jullia shook her head, "If that were true then I'd be out of a job. Immutable history is only true from a certain perspective. In simple terms, the old Grandfather Paradox, only works if you remain linked to your own history. You go back and kill grampa- 99% of the time you cross into a new timeline where everyone else remembers the death as part of history (and doesn't remember you). As a result, every successful attempt to change history leaves no proof that history was ever any different and only the failures remain documented."
Kristen frowned, "But that seems to make trying to preserve history futile. If I went back and prevented something like Krypton's destruction, all it would do is put me in a different timeline- Clark would still be here in this one where Krypton blew up."
Julia lit up. "That was how it was viewed for years. Half the researchers believed you couldn't change history and the other half deciding it didn't matter if you did except to you. But we found out that wasn't exactly true. Repeated attempts to change timelines around certain events by multiple people began to destabilize time itself. It has become harder and harder for our researchers to return to the proper timelines. One research team of twenty found themselves attacked by humanoid animals in the 29th century with only one survivor managing to make a jump home. In another instance a team of Xenophobic time travellers arrived in our timeline and assumed Earth had been invaded".
Kristen cleared her throat, "Sorry, but what has that to do with today."
Julia replied "Our archives show two reports about today. Both claim this is the last battle between Luthor and Superman. I'm here to make sure that the version where Superman doesn't die is the one that occurs."

I like this kind of open theorizing about how time travel, alternate timelines, and causality works. I'm not sure I agree that the conclusions apply in every instance (it looks like based on circumstances certain rules apply each time), but I am interested in seeing where this goes.

Sardonia
King Mark awoke with a start as the door on the balcony opened. Beside him his queen, Zorina, mumbled drowsily.
"Mark, close the window"
The king saw a figure on the balcony raise his hand with a pistol in it. Before Mark could even react the figure was bathed in an orange glow and jerked upward. A sound somewhere between the buzz of a bee and the howl of wind was followed by another orange flash and a thud.
Outside a man in a dark costume with hair tossed in the breeze dropped past the window.
"I've been waiting almost two days for this, Mr. Wilson>, Mark heard from the courtyard below the balcony, "Please don't surrender"
Mark debated waking his wife or even pushing the button on his nightstand to summon his guards. At least one of the men outside was a metahuman, he suspected and if that were the case he wasn't sure his palace guard would be much help. They had equipment that might enable them to overcome a powered threat, but it would take time to prepare such items. It seemed unlikely the men outside would wait calmly and quietly while his security prepared to deal with whatever was going on.
And as much as he loved and trusted his wife, he feared that she would draw him into a debate about how to handle the situation. A debate that might fatally distract either of them from taking any action.
Outside in the courtyard a loud snap was followed by a much louder yell. Mark found himself knocked to the floor as the floor shook for an instant. Zorina landed on the floor next to him suddenly alert.
"Calvin", she exclaimed and dashed for their son's room.
She was halfway there when a red flash came from outside momentarily blinding both monarchs. Mark felt a warm breeze on his cheek which was unseasonable for Sardonia on an evening in March. He heard the sirens begin - some inside the palace and others in the surrounding area. The more distant ones were part of an air defense system that had not been heard outside of tests since the Allies and Axis had fought above the country almost half a century before.
Mark shook his head as his vision returned. Zorina shakily continued towards the door to the nursery. Mark could make out the sound of his son crying through the wail of the alarms.
A figure flew up past the balcony and then landed loud enough to be heard above the alarms outside the balcony door. Another figure landed more quietly beside it.
"King Mark, I apologize for the damage. I was hoping i could put this ... man... down with less commotion"
Mark recognized the voice and the costume, Geo-Force from Markovia, one of the nations that shared the region of Europe with Sardonia. His arm dripped blood on the balcony. next to the Markovian lay a crumpled form that Mark recognized as well, Deathstroke, a mercenary wanted by over a dozen nations. Mark tried to recall if the mercenary had any history with either Sardonia or Markovia but nothing came to mind.
"A friend had let me know Mr. Wilson here was in the area. It wasn't until this afternoon that I became aware that he planned some activity here in Sardonia. I thought it best to maintain the element of surprise, so I did not alert your government. Markovia will, of course, help with any repairs. But, right now, I would like to take my friend here back to Markovia", Geo-Force stated.
"I'm sorry, but I cannot allow that", King Mark responded, "Between the damage done here and the fact you are technically out of your jusrisdiction, I have to insist that the prisoner stay here. I'll allow you to return to Markovia if you do not wish medical treatment here, but until I am sure of what occurred I can't allow this man to be extradited. Technically you are only permitted to leave because I am exercising royal privlege, "Brion". Otherwise, you'd be in a cell next to his".
Geo-Force frowned. "You will receive the request for extradition for Deathstroke before dawn, Mark. After you confirm what it tells you, please release this pig to us. I have very personal reasons for wanting to see justice done in his case."
One of King Mark's guards had arrived and was helping the wounded Deathstroke to his feet.
"Last time I take a contract from Luthor regardless of what type of bonus he offers", Slade Wilson grumbles.

Brion showed a lot of restraint there. I'm sure a big part of him wanted to drg Deathstroke off anyway.

My thought is that the tip Brion got came from Batman. So in addition to Brion's own restraint it is also a case of Batman being involved. Batman wouldn't have told Brion unless he believed Brion was after more than revenge. And Brion doesn't want to disappoint Batman.

Jasma scanned the area and so no signs of her mother or Greta. She listened hard and found Mommy Kristen at home with Mr. Booster. She hesitated. She really wanted to have Mommy meet Linda, but her parents had told her to never bring special friends home without permission. So far Diana was the only special friend who was allowed. Even Kent hadn't come visit. But Linda also was Jasma's excuse for leaving the Fortress. If Linda wasn't there to explain, Jasma was afraid she'd get in trouble.
Linda grabbed Jasma and headed up rapidly. Jasma was startled. A blast struck the area the two had occupied a nanosecond before. Jasma looked down to see the bald man following them. Linda threw Jasma harder than anyone ever had. Not expecting this Jasma tumbled through the air for several miles before she was able to stop.
Jasma was very afraid. She wanted her parents or Greta. But Mommy was with someone else besides Uncle Booster and Daddy was supposed to be at work, and she wasn't to come flying in when other people around. She wasn't sure where Greta was. Then it hit her. Mommy and Daddy had the secret way into the house. If she went in that way like they did it wasn't breaking the rules.
Jasma flew toward the spot where the hole to go to her house was hidden.

Luthor shook his head when he saw the pair approaching the park. He had expected either the super-brats or maybe Superman's wife. Instead he spotted the blonde hair and assumed it was one of those replacement Supergirls his niece had mentioned. Both of those were adults though, despite the "girl" in their names. This one looked more like the original Supergirl but as she had appeared when she first arrived. Lex wondered if maybe his old enemy might be dabbling with cloning to bring back his lost cousin. That would even explain those other ones like the one Nasty had tangled with. It might even explain why some of the reports about the boy made him seem older than any son of Superman should be. He smiled at the scandalous thought. Even if it wasn't true it was plausible enough that Lex could spread the rumor after he'd killed Superman as yet another nail in the coffin.
As he reveled in that thought he brought his solar blaster to bear. Unfortunately, the Supergirl clone picked that moment to make a sudden upward turn. Lex pursued the two Kryptonians.
Supergirl was returning at top speed. Lex didn't have time to fire before she collided with him in mid=air. The force of the collision drove both of them into the ground. As much as he was unprepared for her actions, he managed to recover first. He fired the solar weapon into her temple just as they struck the ground. This gave him the ability to slip from her grasp and fly from the crater they'd created.
Lex was about to press his advantage when he noted that several of his systems were registering damage. It was nothing he couldn't repair given a few minutes, but it was enough to make him leery of fighting a Kryptonian and any reinforcements that might arrive, Lex conceded that retreat before this Supergirl fully recovered was the right call for the moment.
