Okay, so according to Grant Morrison, it looks like Monitor Nix Uotan is the current DC multiverse's version of Doctor Who. And actually, given the impending regeneration of Dr Who into their fourteenth incarnation, played by black male actor Ncuti Gatwa, having Nix as an African-American humanoid is quite appropriate (although I'm not sure why the Screen Rant article had Matt Smith, the Eleventh Doctor, accompanying the story-surely either Ncuti or the incumbent Thirteenth Doctor, Jodie Whittaker, would have been more appropriate?) Meh. Personally, I'm holding out for a Doctor Who/DC Universe crossover, although I'm not averse to writing my own Doctor analogue in some stories either: www.screenrant.com/doctor-who-dc-comics-grant-morrison-nix-uotan/

I wrote a Christmas story featuring the Monitor and a younger Lyla (Harbinger) that set up the one and only Monitor as the DC Multiverse version of the Doctor. If I ever did a sequel to it, I’d planned on drawing a stronger comparison. Time and space and other universes and dimensions were their stomping grounds until the final work of preparing for the Crisis consumed all their time.
