so, on Earth-388, World War 2 was fought between a different set of Axis and allied powers, but no explanation is given for why this world is so different.

How do people think history might have been different in this world? Here are some of my thoughts
Napoleon defeats Russia and wins the Napoleonic Wars, establishing France as hegemon of Europe. Later, however, Prussia rebels against France and unifies Germany, forming the German Empire. Britain allies with Germany against France in order to break up the Continental System.
When the US civil war breaks out, France allies with the CSA, and Britain allies with the USA. This turns the war into a drawn-out slog, which ends with the USA giving up and accepting Confederate independence.
Russia is broken on the wheel in a war with Germany, and German becomes hegemon of eastern Europe, carving half-a-dozen puppet states out of Russia. Europe is divided between the French and German spheres.

I think that given that this particular alternate Earth has tutti-fruiti colouration as seen from space, as well as its other attributes, it's no good trying to use standard sequential logic on anything about it, despite a deeply courageous, extremely valiant and quite admirable effort by John here above. It isn't susceptible to causality, so its history is as addled as its geography, with different nations having different historical eras as their datum 'presents'. Therefore, the Confederacy, Napoleonic France and Kaiser's Germany all co-exist with WW2 Allied and Axis nations and the flow of time is inconsistent as well (which is why Sgt. Rock and his colleagues are still fighting in the Pacific theatre and haven't aged, and why he was engaged to Lois Lane). Other aspects of this can be 'explained' as follows: -Its inhabitants have chaotic physiology that responds strangely to stimuli, so Superman and Supergirl are invulnerable to kryptonite but have other weaknesses like chocolate syrup, five day old garbage and brussel sprouts, Luthor's hair grows out of control while he's excited, Lois Lane can float to the ground with the aid of a parasol, numerous people are capable of independent flight and so on. -Uranus was consumed by alien space mould, despite being far too cold for any conventional fungal organisms to consume (although this might be 'fungoid' lifeforms that only look like conventional mould on their surface... but why?) -cement eating termites exist here, despite the fact that any insect physiology capable of consuming concrete would be vastly different from standard termite physiology -some elephants are small and pink, which implies that they must have evolved specifically to get that way, but what environmental conditions would produce such physiology - once again, the end result wouldn't be a miniature pachyderm. See what I mean? I think the best explanation for Earth-388 turning out the way it did is that it inhabits a distorted universe where space and time are not as coherent and sequential as they are on more usual alternate Earths. This means that one develops a severe headache trying to apply standard logic and causality to this bizarre state of affairs. Actually, I don't think this universe would probably have been touched by the Crisis on Infinite Earths either.
