I think we decided that Fawcett City is in the New York Metropolitan area, perhaps a borough or a nearby suburb, or perhaps just a well-defined neighborhood? I don't need to know exactly, but I want to give Atom Blake a place to live shortly after his is cursed, and if he is going to team up with Shiva, I want to make them fairly close together.

The name "Fawcett City" never existed until it first appeared in the Crisis on Infinite Earths series. Post-Crisis it became a Midwestern city, even though Captain Marvel's published adventures were clearly set in New York City.
I think Fawcett City is the nickname of a large neighborhood in Manhattan that eclipses some real-world neighborhoods and has a mixture of skyscrapers (the WHIZ-TV building), businesses, apartment buildings, and a few houses and boarding rooms. It's quite different from the rest of New York City in that it is more traditional and old-fashioned than the rest of the city, having a small-town feel to it. I think Fawcett City is a nickname, named after an influential man named Fawcett in the 1800s who had a longer lifespan than most people, and whose son may still live there as a wealthy recluse. That's from a story idea I've been working on for a while.

I am going to put a university in Fawcett City, the same Fawcett City where Shiva lives, and call it St. Ivan's University, and it is a good place to get a math degree.
Based on the origin of Shiva, Fawcett City must be near (or in) New York City, because Martin takes the same train Billy did (the 'S' Train?) and passes the same statues to finally reach the same cavern where Shazam has his throne.
But I am just going to say that Atom Blake owns a home in Fawcett City without specifying where Fawcett City is.

Is there any indication that Shazam's cave is dimensionally transcendent or coterminous? That way, it could be in Fawcett City and the Rock of Eternity at the same time.

I was wondering about that too. Won't matter in the story I'm working on but an interesting thought! There are some extended descriptions of the wonders of the Rock of Eternity in the 'Challenge of Shazam' story. Don't remember them well this far removed, but there are some very interesting things on the Rock. I wonder if we have ever mentioned that the chamber with Shazam's throne was actually located in the Rock of Eternity rather than on Earth. Did anyone without Shazam powers ever reach that chamber without a guide? (like, did Uncle Marvel ever go there on his own to ask Shazam for assistance?) That might indicate that it really was on Earth. Maybe that chamber is not located under New York or Fawcett City, since Shazam wasn't originally from those places, but instead is on the Rock, and Shazam moved in after he discovered the Rock, and there is some kind of trans-dimensional link from various places on Earth S that lead to that chamber. And you can't pass through the link unless you have Shazam powers or a guide who was provided by Shazam... I wonder if the mysterious figure who guided Billy to the chamber was the same as the one who guided Martin? Are they 'real' people with a continued existence or did Shazam just zap them up on the spot and dispel them again after their tasks were completed?
