Carol got her powers in this story, Cruisin', which takes place in 1985 and she first put on her costume later in 1985 in this story: Voyagers, Chapter 1.
Back in the 40s, when she was just a normal (very competent, very attractive) woman, she almost always wore a fairly modest red dress, suitable for the office, except for the (very occasional) cheesecake panel where they showed her in her underwear as she changed from her office attire to something more suitable for dining out.
So I'm not sure who is going to comment on her costume. Dan might have, although Lib suggested that it was actually his idea, and Lance O'Casey might have when he first saw her in it, and I'm sure Sue Barr must have said something to her in private about how sexy it is, because Lib has written Sue as a real firecracker, but Carol is right now planning on keeping her identity secret so as far as everyone else knows, Sunbeam is just another young woman of the 80s who suddenly showed up with super powers and adopted a revealing costume, because that seems to be what young women do when they become heroines...

Used AI to make a new image of Sunbeam. A bit different from the original - less revealing, and with some blue highlights. Still tough to get exactly what you want from AI text to art generators, but getting better, I think... Attachments:
