So here's my tentative story idea for the (ad)Justed Society of America...
A subset of JSA members (Batman, Wonder Woman, Dr. Mid-Night, Sandman, the Flash, Green Lantern, Starman, and Johnny Thunder) is gathered together on a national holiday, and eventually Johnny says "Say, you'd think my pals would get a day off today!" and they all disappear. (The other members are off enjoying the holiday or are on their own cases...). When Johnny tries to get them back, the T-Bolt tells him they'll be back at midnight and they are enjoying their time away, leave them alone...
But, of course, some important case pops up that requires the JSA. Johnny is frantic for a while, and then he has a great idea. It makes him very sad to do this, but he opens a bag he is carrying, dumps a bunch of comics he bought earlier that day on the meeting table, and goes to work with a scissors. Finally, he puts cutouts of various heroes on the chairs around the table, and commands the T-Bolt - "Say, you, T-Bolt - make 'em real for the day and fill them in on what they need to know!"
And then we pull back for one of those famous JSA around the meeting table shots, and we have:
the Owl Super Ann (or maybe Lady Fairplay?)
Nightro Silver Streak Cosmo Mann the Press Guardian Master Mystic Johnny Thunder
And then they have an adventure. A big part of the story is how these heroes, who may not have the power or experience of the heroes they are replacing, still manage to accomplish their missions.
This is probably outside my range, so I wonder if anyone might be interested in a round robin or other collaborative project?

I'd have to say my only reservation is about Super Ann. I don't think the character is an adequate replacement for Wonder Woman, although the same wouldn't apply to Lady Fairplay (or Diana the Huntress, or Moon Girl). Silver Streak is an especially good choice, given the size of his rogues gallery. So, what about their antithetical supervillains? Would the Thunderbolt's spell also erase the various opponents of the affected superheroes and substitute their opponents as well? Because if it didn't, there might be a combat familiarity disadvantage for the heroes involved unless their opponents powers happened to match those of their own old enemies.

There are two different Super Ann characters, I was thinking the one with powers. But I actually like Lady Fairplay better after doing some more reading last night. I like the Super Ann name better, but I really like Lady Fairplay's costume. Also, Lady Fairplay has a super car but we never got to see what it can do - I'd have the T-Bolt materialize the car parked on the street in front of the brownstone because he interprets the instruction to 'make them real' mean, to bring along the equipment they need to be operate in a real world...
I haven't got to the reason the JSA is needed yet. As written above, the menace would be strictly Earth 2 based, unless Johnny screwed up with the scissors and cut out some bad guys too, potentially turning a fairly minor pre-existing menace into a much more serious problem. I would prefer that Johnny only screw up once, but if this were to be a collaboration, that would be a group decision.
My own suggestion along those lines would be to find some Earth-2 bad guys that match up fairly closely with the villains the public domain heroes have already fought in their own universes, and have the PD heroes surprise those Earth 2 bad guys with tricks from their own comic books

It depends on when the story takes place. If it's too late in the 1940s, Johnny Thunder wouldn't be available, as by that time the Thunderbolt wasn't listening to him much any longer. And he was replaced by Black Canary in the team, too.

I would use Sandman's old foe Ramulus (Nightshade), The Toyman, Mr. Who, Catwoman, The Needle, Black Jack, Lightning Master, and their leader Flash's old foe Sieur Satan

I was thinking "Fairy Tales" Fenton from Adventure Comics #75 (June 1942) as one of the bad guys, he invented a hammer and a suit of body armor that he used to imitate Thor... another Sandman foe.

In cutting out the heroes from the comics he used , wouldn't Johnny also have inadvertantly cut out at least some of the supervillains from panels on the other side of the pages?

That is pure evil! Of course he would have, good point. I also figured he might cut out things like the Owl plane, Whiz the world's fastest bird, etc...
