I don't recognize most of these characters. When are their origins? Did they exist on Earth 1 prior to 1988/89? Pretty awesome group of heroes!
The Corps was created by the U.S. as a government-sponsored group of superhumans to rival the more independent Justice League that appeared in the comics book titles in November 1998. Led by General Wade Eiling, the original members of the team were Flow, 4-D, Pulse 8 and Warmaker One. During a fight with the JLA, the UMC realised that Eiling was dangerously insane and that they were on the wrong side; they then sided with the League against their leader.
Having developed a mistrust of governments, the Corps subsequently declared themselves independent of any and all nations and built a free-floating city in which to dwell, which they named Superbia
dc.fandom.com/wiki/Superbia and set in the air above the ruins of Montevideo. They put out a call to other disaffected superheroes to join them in their city, and received a number of responses from around the globe, although the total population and demographics of Superbia are unknown.
With the Justice League mysteriously absent, the Corps responded to an attack by Gorilla Grodd on Kinshasa, the capital of the Democratic Republic of the Congo. Unknown to them, this was actually a preliminary incursion by the dimension-hopping Sheeda

Superbia was knocked out of the sky, causing many casualties to both the onboard population and the population of the city it fell upon, and a number of the Corps were killed by Grodd and the Sheeda, led by the Nebula Man. Squire, a junior member of the Corps, alerted Batman and a rescue was attempted, which itself looked doomed to failure until the rest of the newly returned League (themselves rescued by Squire from the pocket universe of Qwewq) arrived to help.
Disgraced, the Corps was on the verge of disbanding when Superman suggested that they enter the pocket universe and act as its defenders. It was eventually revealed they failed to save it (instead placing the seed of weakness in it). Though their return was not shown, members Knight II, Squire III, Vixen and Tasmanian Devil have recently reappeared.
The group was last seen in the pages of Final Crisis, showing up in a cameo in issue #4, with Superbia being one of the "Watchtowers" where the heroes were holding off the forces of Darkseid. Superbia is last seen falling from the sky after an aerial attack disables it. The status of the group after this incident is unknown.

Warmaker One
Warmaker One is Lieutenant Colonel Scott Sawyer, and has a body composed of a type of energy which phases out of normal reality, and as such is contained in a high-tech suit of power armor. His armor is equipped with rockets, a one-shot bullet with a "clean" nuclear warhead, and transmitters that "broadcast" sounds and other sensory information, enabling him to overload Superman's super-senses.
Flow
Flow is Major Dan Stone, a creature of living water. He has total control over the water molecules of the environment and can assume any liquid configuration that his imagination can conceive or transmute to the form of ice or water vapor, expanding his mass and physical strength enormously. In his words "He is even more 'Aquaman' than King Arthur Curry!"
4-D
4-D is an African American woman named Captain Lea Corben, she was given the power to change her dimensions, so that she could become four-, three-, two-, or one-dimensional at will, making her hard to capture and confine. In her own words, she also stated that she had the ability to draw power "from other dimensions and bring it into the Third Dimension" and use it to supercharge the blows she could deal out; she promptly then proved this in battle by knocking out Wonder Woman with a single blow.
Pulse 8
Pulse 8 is Captain John Wether. Pulse 8 was originally in control of the fundamental forces of the universe, such as gravity, electromagnetism and the like. Recently Pulse 8 was shown to be able to literally rewrite reality using something called a "Quantum Master Key".

The Knight
The Knight is Cyril Sheldrake, an English costumed hero who takes after his inspiration Batman. Cyril is the second Knight, and served under the original Knight (his father, the Earl of Wordenshire) as his Squire. Cyril has a rather coarse attitude, and engages in friendly but politically incorrect banter with the Irish Jack O'Lantern.
Squire
Squire is Beryl Hutchinson, a superheroine similar to that of Batman's sidekick Robin. Beryl is an expert in communications and communication technology, to the extent that she can even read information patterns by touch. She is brave and strong-willed, and cares deeply for Cyril.
Goraiko
Goraiko is a large, superhumanly strong, superhumanly dense Japanese superhero apparently made out of the psychic energy of a young Japanese boy who resides in some sort of sensory deprivation casket. Goraiko speaks only in haiku and mathematical equations. Goraiko is a founding member of the Japanese equivalent of the JLA, a team called Big Science Action.
Jack O'Lantern
Jack O'Lantern is Liam McHugh, an Irish patriot who derives some measure of mystical ability from an enchanted jack o'lantern. He is also extraordinarily agile and, although the Knight makes fun of his slim build, stronger than he looks.
Vixen
Vixen is Mari Jiwe McCabe, an African supermodel and veteran heroine who has been part of many teams, including the Justice League.
Olympian
Olympian is Aristides Demetrios, the national hero of Greece. He wears the mythical Golden Fleece, is divinely empowered with the Argonauts' powers, and as a result, he is able to use many of those abilities, such as the strength of Heracles. Which makes him the "Superman of the Greece".
Kid Impala
Kid Impala is the teenaged successor to M'Bulaze the original South African Zulu hero known as Impala.
Tasmanian Devil
Tasmanian Devil is Hugh Dawkins, the veteran metahuman protector of Australia, and a renowned hero with the ability to turn into a supernaturally large and intelligent lycanthropic Tasmanian devil/human hybrid, a "were-devil".
Little Mermaid
Ulla Paske of Denmark: A teenage hero born from a Danish lighthouse keeper and an Atlantean woman.
Fleur-de-Lis
A crimefighting hero from France. Her secret identity is Noelle Avril.
Trivia
The Corps appears to be an updated, comic-book version of the Super Friends-related team, the Global Guardians.
In this case I took the poetic license to reimagine the International Ultramarine Corps as a super team that would exist in the reality of the DC 5 Earths Forum in the years of 1988/89 and changed the original formation of the team and replace some of its members with others since according to the chronology of the DC 5 Earths Forum many of the members who were part of The International Ultramarine Corps form The Global Guardians like Knight, Squire, Tasmanian Devil, The Olympian, Little Mermaid, Kid Impala, Jack O'Lantern, Fleur-de-Lis beyond the superheroine of Justice League Vixen and I chose to replace Goraiko which is a character very similar to Fuji from the group Stormwatch of Wildstorm with Antaeus / Mark Antaeus
dc.fandom.com/wiki/Mark_Antaeus_(New_Earth) who was a super-hero introduced to the Justice League of America at the time of Grant Morrison was in command of the comics book titles of JLA who was a very promising character but who had an extremely short life in comics because in the stories in which he appeared he only served to illustrate what happens when a noble soul is induced to commit a series of terrible mistakes that have disastrous consequences for everyone around ending in the destruction of oneself who had everything to be a noble hero. But as in the DC 5 Earths Forum the chronology follows a different course from that of the comic book titles of the main Universe DC let's imagine that at least here Mark Antaeus never died and remains alive as a hero and member of The International Ultramarine Corps.
I also added Tolifhar who is a very cool character in the Wonder Woman stories who could have grown into a more important and central character and an exponent of Gorilla City in the outside world than if he had not had an unworthy death at the hands of Gorilla Grodd in the comics.
I added the legendary Minotaur of Crete Asterion as the "army of a single Mystical Beast" of The International Ultramarine Corps and as "the Semi Divine creature of Olympus" of this team because I was always a fan of the Minotaur figure one of the most powerful mythological monsters in Greek mythology and I never really managed to see him as "the villain" of Theseus history and the Minotaur Labyrinth beyond the fact that I love the race of the Minotaurs in D&D Dungeons & Dragons RPG and I love the Taurens of World of Warcraft so I decided that at least in this version of The International Ultramarine Corps the Minotaur is not only a hero as well as a demigod with super powers capable of matching those of Wonder Woman.
Cosmo Racer is a Japanese Unknown Military Ciestist super speedster capable of moving at space warp speeds reaching space warp 9 (1516 times the speed of light or 1.637.280.000.000 km / h) and moving faster than light through Earth or the vacuum of space which makes he comparable to The Flash / Barry Allen . He reaches these speeds "warping" the tissue of the Universe's space-time around he and projecting itself forward in time and space he is also able to expand his senses by projecting them ahead of him in time and space and scan with them the reality ahead of him.Like Goraiko, Cosmo Racer was one of the Japanese superheroes on the Japanese equivalent of Justice League super team called Big Science Station. His private story was never told.

The Erinyes (Alecto, Tisiphone and Megaera) granted 15-year-old Helena Kosmatos a portion of their power so that she could seek revenge on the Nazis who had killed many of those she loved in her Greek village. Escaping to the United States at 16, she used her powers as a member of the Young All-Stars. However, the Erinyes had not told her of the price of her power —when she became angry, she would be taken over by one of the monstrous Furies. This guarantees an all-dramatic air to her that often the price of power is too high. I always considered her as a very promising character who could have a much greater value in comics if she was properly recognized. So I chose Fury II / Helena Kosmatos as the Official Amazone of The International Ultramarine Corps because she is a less obvious character linked to Wonder Woman than say Troia / Donna Troy.
I chose Steel II / Natasha Irons the niece of John Henry Irons Steel to be the scientific genius comparable to Tony Stark of The Avengers of the International Ultramarine Corps to give a more dramatic air in situations involving moral and ethical dilemmas.
I put Noble,
dc.fandom.com/wiki/Noble_(New_Earth) who is a little-used marine superhero who appeared as a supporting character in Aquaman's stories as the official undersea superhero of The International Ultramarine Corps. Noble was always portrayed as a "treacherous" who in fact wanted to cheat and betray Aquaman all the time and who was taking advantage of the fact that Queen Mera was romantically attracted to him to gain power with Atlantis only that I disagree with that. Noble was already the King of an entire race of amphibious humanoids that inhabited the depths of the abyss of the oceans and withstood extremes of pressure under water that would crush a medium Atlantean something that made him physically much stronger than Aquaman so he theoretically already had all the power he could want and did not need to "steal" Aquaman's position because he was already a King just like him and I think Noble could have been a fascinating character if properly worked on so I decided to put him as the "amphibious superhero" of The International Ultramarine Corps.
I decided to put Orpheus / Gavin King
dc.fandom.com/wiki/Gavin_King_(New_Earth) as the official "Batman" of The International Ultramarine Corps because I always considered him a fascinating character a uniformed crime fighter from Gotham City Black African American owner of a privileged intellect that unfortunately had a short life as a crime fighter, but as in this forum the situation of the characters is different and many of the tragedies that befall the characters in the main Universe DC here have never occurred I saw in this the chance to give Orpheus his chance.
Cyborgirl / LeTonya Charles
dc.fandom.com/wiki/LeTonya_Charles_(New_Earth) was a young woman who had destroyed her body with the drug Tar, but was granted a second chance when her aunt, Sarah Charles, one of the scientists who helped repair Cyborg, saved her with powerful cybernetic implants. Rather than use her newfound gifts for good, LeTonya chose to focus on personal gain as Cyborgirl. In this case she is a "villainous woman in search of redemption for her unworthy acts from the past" she would truly wish to become a superheroine and to that end he became a member of The International Ultramarine Corps. She believes that she may have a second chance to become a legitimate superheroine using her super powers from her cybernetic reconstructed body comparable to those of Cyborg / Victor Stone for the cause of good.
And lastly Adept is an Unknown Monk master of mystical arts and kabbalistic magic about which very little or practically nothing is known to have been a member of the group Shadowpact of 1908 which makes he comparable to The Phantom Stranger and which provides the International Ultramarine Corps with mystical power and arcane knowledge about the forces of the dark world . Of course, he doesn't even compare to sorcerers like Doctor Fate or Wizard Shazam but no one is perfect. The cool thing is that as practically nothing is known about him, his history and the extent of his powers can be those that the fanfiction writers want.
All these characters can with some minor changes in their stories be readapted for the period of the comics of 1988/1989 in which the chronology of the forum DC 5 Earths is located. Anyway I think The International Ultramarine Corps can be a very interesting story to be explored in a fanfiction. They would be the super group "The Authority" of the Universe DC of the DC 5 Earths forum that for now have all the potential possible as a super team of heroes and do not need to end tragically.
